Official Magoffin County Contacts
Start with the regional jail for a current booking question. Use the sheriff or city police when the question concerns the arresting agency or incident report. Use the clerk for a case or docket. The same person may have a record in more than one office.

Which Office Should Receive a Request?
Describe the record, not just the person. A request for a booking photograph is different from a request for an incident report or court disposition. If the agency says it does not hold the record, ask which custodian does and retain that referral.
| Need | First contact | Helpful detail to include |
|---|---|---|
| Current custody | Big Sandy Regional Detention Center | Full name, known offender or permanent ID, and approximate intake date. |
| Booking record or photo | Jail records custodian, then arresting agency | Full name, booking date range, arresting agency, and electronic-copy request. |
| Incident or arrest report | Salyersville Police or Magoffin County Sheriff | Location, arrest date, officer or agency, case number, and requested report type. |
| Case outcome | Magoffin County Circuit Clerk | Full name, case number if known, and the docket or disposition sought. |
| State custody or photo | Kentucky DOC | Name plus DOB or DOC/PID identifier. Use the state open-records route if the online search is insufficient. |
Kentucky Open-Records Request Basics
KRS 61.872 describes Kentucky’s public-record request process. A requester can submit a signed written request by hand, mail, fax, or email to the public agency, subject to the statute’s requirements. Ask for nonexempt portions if the record contains protected information. KRS 61.878 contains exemptions, and KRS 17.150 addresses law-enforcement reports after a prosecution or a decision not to prosecute.
For Kentucky DOC material, the official open-records page lists written requests by email at correctionsopenrecords@ky.gov, offender-mail or fax routing through the Division of Public Affairs, P.O. Box 2400, Frankfort, KY 40602, fax 502-564-9575. It states that a request should include the person’s full name and DOB or DOC ID, describes copying charges, and cites a five-day response rule under KRS 197.025, excluding weekends and legal holidays.
